PARENT TEACHER ASSOCIATION :-


Parent Teacher Association at Bhavan’s Vidyashram is serving in its mission of Complementary participation in our endeavour to make the School Excellent. We are going ahead towards an ideal functioning of PTA. In this endeavour, we have a constructive Bye-law for our PTA:

Preamble:

Parents are bound by the most serious obligation to educate their offspring and therefore must be recognized as the primary and principal educators. This parental role in education is a decisive factor in the future of the child. Parents are the ones who must create a healthy family atmosphere animated by love and respect for God and man, in which the social as well as personal education of their child has to be fostered. Hence the family is the first school of the social virtues.
            The role of teachers is unparallel in the overall development of children. The worth and potentialities of a country are got evaluated in and through the work of the teachers. The new generation comes up and plays their role in direct proportion to the part played and influence exerted by their teachers. Teachers are the real nation builders.

           
Parents are vital partners with the teachers in the education of their children. Encouragement by parents and inspiration by teachers are crucial for children to do well at school and achieve excellence. The support of parents for the combined efforts of teachers and students is a key factor of any            
           

successful school. The efforts of teachers and school cannot reap mature fruits with out the play of complementary role by parents.
             The role of parents shall give fillip and strength to the work done by Principal and teachers at school with out interrupting their routine activities. The success and fruitfulness of the parent teacher partnership relies on the sense of shared purpose, mutual respect and willingness to negotiate. Parents and teachers must feel free and happy in exchanging their views and suggestions and they shall interact pleasantly with out any prejudice or reservation because they are working together for a common mission - betterment of the children. The role of parents and teachers can never be supplementary but only complementary.
            The Parent Teacher Association [PTA] shall be the forum for realizing a pro-active Parent-Teacher partnership at School as per the concept herein. Any ambiguity that may arise regarding the respective roles of the partners during the functioning of PTA shall be judged according to the views expressed in this preamble.

Objectives: 

The objectives of the Association are;

1.     To act as a common forum to identify, analyze and solve the problems and hurdles that affect the learning of children in the school.
2.     To think jointly and plan for improvements of teaching and learning environment in the school and suggest possible ways to implement them with the assistance of management. 
3.     To probe and identify complementary activities that can be taken up by the parents for furthering the learning process of the students.
4.     To verify and find out the shortcomings, insufficiencies and defects, if any, in the teaching and learning process in school and home and to get clarifications regarding them by bringing to the notice of respective teachers / parents in a cordial manner. If rectification by teacher / parent is found necessary, carry it out with happiness, mutual honour and respect keeping in mind the fact that imperfection is an eternal rule among all living beings and correction or improvement is a divine process.
 5.    To plan and organize awareness programmes for parents with the help of experts, social leaders, spiritual leaders and scholars to equip them to impart knowledge about the ideal upbringing of children and complementing the teaching efforts at the school.
6.     To inculcate among students, teachers and parents the concept of a shared purpose, mutual respect and willingness to negotiate.
7.     To plan and organize additional Art and Cultural training programmes for specially talented and other desirous students, apart from the co-curricular and extracurricular activities regularly being conducted in school time, for encouraging and nurturing their talents.
8.     To monitor conveyance facilities with a view of safety and security of children and regulate the system with the assistance of the management till the school arranges own facilities of transportation.

9.     The Principal, teachers and parents of each student in Vidyashram shall contribute an annual membership fee as fixed by the PTA from time to time. Parents of siblings need to pay only one membership fee.
10.   The executive committee shall consist of representatives as given hereunder:
(a)  One representative each from each division of the Vidyashram classes who shall be a person having genuine interest to serve, and preferably, associated with educational field, to be elected from the meetings of the parents of each division to be convened by the Principal soon after re-opening of the school every academic year.
(b)  The class teachers of the respective divisions,
(c)  Two representatives of Mathru Sangamam [forum of mother parents] of the Vidyamandir, and
(d)  Two teachers of the Vidyamandir including teacher-in-charge.
11.   The term of office of the Committee will be one academic year and it will continue till the new committee is elected and taken charge.
12.   To organize seminars, exhibitions, camps etc. to give latest information regarding the growing areas of knowledge and profession in the fast changing world scenario and provide awareness, orientation and guidance to the students, teachers and parents, for planning suitable career for the children to pursue after school education.
13.   To extend wholehearted support to the Principal and staff of the school in their efforts to make the children excel in scholastic and non-scholastic activities and ethical values.

Organisation:

14.   The Parents, Principal and Teachers of Bhavan’s Vidyashram shall be the members of the Vidyashram Parent Teacher Association.
15.   No parent representative shall be elected as executive member consecutively for more than two academic years. If any representative fails to attend the executive committee meeting twice consecutively, he shall be removed from the committee and another person shall be elected afresh in his place with in a month.
16.   The Executive members shall elect a President and two Vice Presidents (One among being a lady parent) from the Parent representatives of the Committee. The Principal shall be the ex-officio Secretary of the PTA. Neither the staff association nor any other body of the staff or parents will have relevance or connection with the working of PTA. However, if the Staff secretary of the School is not represented in the capacity as class teacher, she may be nominated to the executive committee as special invitee by way of a decision by the committee. Similarly, if the lady parent representatives from Vidyashram classes are less than three in number, the executive may nominate suitable lady parents as special invitees to enhance the representation to three.   

Functioning of PTA:

17.   The regular and usual monitoring and improvement  activities regarding the day-to-day teaching and learning process related to each of the classes shall be dealt with by the parent and teacher representatives of the respective classes from time to time. Problems arising from each class shall be solved from there itself and for this, if needed; the assistance and guidance of Principal can be availed. Any parent, who is unable to solve  any problem related to his ward by associating  with the class teacher, may seek the help of the parent  representative of the class or Principal to find out the remedy
18.   The executive committee will have separate sub committees of four members each for dealing with (a) academic matters covering the objectives 1 to 4 (b) cultural matters covering objectives 5 to 7 (c) transport matters covering objectives 8 and (d) parent education and career awareness matters covering objectives 9.
19.   All subcommittees shall have parent – teacher representation at 1:1 ratio except in Transport Committee where the Principal or a teacher representative designated by the Principal only shall be the teacher member. The President and Secretary of the PTA shall be ex-officio members of all the sub-committees. One among the parent members will be the convener of the sub-committee and responsible for convening the meetings and coordinating the works of the sub-committee. The activities of the sub-committees mentioned herein are indicative only. Details can be worked out suitably from time to time with out adversely affecting or interrupting the regular activities at the school.
20.   The Academic committee willmonitor the functioning of teaching and learning process at the school with out interfering with the freedom of management Principal and staff to plan and organize academic matters. It will plan and organize activities coming under the objectives 1 to 4 mentioned above. This Committee may identify eminent personalities in the field of science, humanities, literature, art, music, social service etc. and invite such prominent personalities and introduce them to the students in an attractive way to generate ambitions in the hearts of children to become great. Similarly, projects including e-learning, exhibitions etc. also can be planned for enlightening and inspiring the children.
21.   The Cultural Committee will plan and organize all cultural, sports and fine arts activities as mentioned in the objectives 5 to 7 above.
22.   The Transport Committee will plan and monitor the conveyance facilities for the children with the assistance of the area organizers of the transport facilities and management.
23.   The Parent Education Committee will plan and organize parent awareness and career awareness programmes for the parents, teachers and students.
24.   The Treasurer shall be the person responsible for the maintenance of the Association accounts.
25.  The President and the Secretary of the PTA shall operate the Bank accounts jointly.
26.   Two auditors designated for the purpose by the Executive Committee will audit the accounts of the PTA annually. The Secretary shall present the audit report and accounts in the annual general meeting of the parents to be held after the election of the Executive committee every year.
27.   The agreements and decisions entered in by former PTA with the management shall be valid and binding for the new PTA also.
28.   The PTA shall work keeping regular contact with the management and keep informed of the programmes of  PTA. When public functions and general meetings are to be conducted, the PTA shall inform about it in detail to the management and get permission for conducting      the same. The Secretary of the PTA shall inform the Director of BVB Ramanattukara Kendra about all the meetings of the PTA including the sub committee meetings and request for the representation of the management in those meetings. 
29.   If any member or executive member is functioning in an unpleasant, unruly and uncultured manner against the spirit of co-operation between Parents, Teachers, Management and Students; such member shall be expelled from the membership permanently by a resolution of the Executive committee and thereafter he/she shall not be elected, invited or admitted in executive committee meetings thereafter.
30.   Hence forth, the functioning of the PTA shall be in accordance with these guidelines.

CONSTRUCTIVE ROLE OF PTA

Now the functioning of PTA is creative, constructive and supportive of our great task of moulding and shaping of our dear students in to great valuable citizens of future India.

The PTA at Bhavan’s Vidyashram has organized Parent Education Classes for the awareness of parenting adolescent children. PTA is co-operating with the School authorities in various extra curricular activities also. The role of PTA in the arrangement and supervision of Transport facilities is commendable. PTA is having active role in the various cultural activities in the School including Annual Day celebration, Youth Festival celebration, Sports etc.

THE IDEAL FEE HIKE AGREEMENT BETWEEN MANAGEMENT AND PTA

In order to avoid dispute, friction and confrontation between School authorities and Parents  due to Fee hikes, we have agreed up on an ideal and logical formula according to which the Fees will be varied annually proportional to the variation of DA declared by Government of Kerala. The cost escalation necessitates expenditure escalation and wages escalation related to the functioning of school. The DA is increased by govt. for the same reason. By accepting the new formula for fee hike, we could demonstrate perfect wisdom of finding out an ideal enduring solution for problems related to fee hikes. The agreement is as given hereunder:

Agreement entered up on Between (1) the Management of Bhavan’s Vidyashram and Bhavan’s Vidyamandir, Chelembra And (2) Parent Teacher Association of Bhavan’s Vidyashram and Bhavan’s Vidyamandir, Chelembra on 11th July 2008

The representatives of the Management and PTA of the Bhavan’s Vidyashram & Vidyamandir, Chelembra met on 4th July and 11th July 2008 and discussed all aspects of Fee revisions carried out since 2005 including the fee hike for 2008-09 and arrived at agreement with the following terms and conditions:

  1. It is mutually agreed to follow the spirit of 2005 agreement to rationalize the Fee Revisions and decided that the Fees at Bhavan’s Vidyashram and Vidyamandir shall be revised annually to compensate the devaluation of Rupee (price rise in the country). The DA increase (or the corresponding payments for compensating price rise) declared by the Government of Kerala for its employees every year, which is meant to compensate the price rise, shall be taken as the rate for the increase of Fees in the ensuing academic year i.e., the Fee variation for the ensuing academic year (June-March) shall be in proportion of DA variation declared by Govt. of Kerala during the preceding year ending on 30th April (May-April). In case of declaration of merger of DA with salary, it will be carried out by merger of the corresponding percentage in to the Basic Fee rate. The Basic Rate for computation of fees henceforth shall be 100/132 of the Fee Rates agreed upon now and given hereunder.
  1. Since the Govt. postponed the disbursement of 12 % DA out of total 15% declared by it in 2007 (vide G.O.(P) No. 120/2007//Fin. Dt. 20-3-2007), the corresponding hike in the Fees was also postponed in 2007-08. Resultantly, 12% hike so postponed in 2007 and the DA increase declared subsequently were added up for fixing the Fees for 2008-09. Hence the total hike is felt steep for the PTA (Hike to 132 % of 2005 basic fee rate from 108% valid for 2007-08). Further, the PTA requested to rationalize the heads of Fees by merging the factors of Monthly Fees (namely Tuition Fees and IT Fees) and Term Fees (namely Spl. Fees, Library Fees and Laboratory Fees). In order to redress these grievances, after detailed deliberations, it is mutually agreed by the parties and decided that the Fee heads are to be merged and a decrease in the monthly fee rates are to be effected as shown below (Rates before decrease is given in brackets). These will be Fee rates valid for the academic year 2008-09.

  • The monthly Fees and Term Fees agreed up on as above will be considered as base for calculations of Fees in future and the fee variations in future will be calculated keeping this as base deemed to correspond to 32 % of DA.
  • It is agreed up on by both the parties that the decisions taken now are rational and logical. In order to avoid unhealthy disputes over the Fee revisions in future and to avoid interruption for the harmonious and healthy functioning of the institution, the terms of this agreement shall be honoured by the Management and PTA irrespective of the changes of persons representing both sides and shall not be challenged and subjected for disputes hereafter. The variation of fee shall be discussed with the PTA before implementation.

Agreeing up on the terms and conditions detailed above, both parties have affixed their signature hereunder. Copies of this agreement are herewith executed and exchanged mutually on this 11th day of July 2008.
